The Minnesota Office of
Broadband Development has been awarded $652 million by the National
Telecommunications and Information Administration (NTIA) through the Broadband,
Equity, Access and Deployment (BEAD) program. Prior to the release of funds and
the MN OBD’s execution of this program, a number of phases need to be completed
and requirements met. Tom Karst, U.S. Deptarment of Commerce, NTIA BEAD Federal
Program Officer – Minnesota, will be discussing the BEAD program, the current
stage of the program, what will be coming next, and sharing some of the
nationally raised legal concerns regarding BEAD
implementation.

Tom Karst joined the
National Telecommunications and Information Administration (NTIA) in August 2022
as a broadband program specialist with NTIA's Office of Internet
Connectivity
and Growth. As a broadband program specialist, Tom works as a federal program
officer for Minnesota. In this role, he works with the Minnesota Department
of
Employment and Economic Development Office of Broadband Development,
coordinating partnerships and outreach with state and local governments and
community groups on NTIA’s Broadband, Equity, Access, and Deployment (BEAD)
program, as well as working to ensure comprehensive engagement from all
stakeholders in the high-speed internet planning and funding
process.
