D. Bruce Hoffman recently returned to private practice at Cleary Gottlieb
Steen & Hamilton LLP after leading the FTC’s Bureau of Competition from
August 2017 until December 2019. As Director, Bruce led the FTC’s
antitrust enforcement and was responsible for developing Bureau policy,
supervising the Bureau’s investigations and litigation, and maintaining
high-level relations with other leading antitrust enforcers, including the U.S.
Department of Justice Antitrust Division, Congress, state Attorneys General, and
international enforcers. Bruce also led the creation of the Bureau’s
Technology Task Force to monitor competition in U.S. technology markets,
investigate potential anticompetitive conduct in those markets, and take
enforcement actions when warranted.
In this presentation, Bruce will share his perspective on an unprecedented
two years at the FTC, as Bruce led the Bureau of Competition through a complete
change in Commissioner leadership, constitutional challenges to the FTC’s
authority, and other tests of the foundations of the FTC. Bruce will also
discuss major accomplishments of the Bureau during his tenure, antitrust
developments, and the direction of antitrust law.
Bruce’s presentation will be followed by a Q&A session moderated by David
Ernst, Assistant General Counsel at 3M.
